All printing is manufacturing.  Poster Printing is custom manufacturing.   For poster printing, this means pre-press and setup are  important parts of printing costs, and this also means that both  pre-press and setup require careful attention in high-quality poster printing.

The combination of  high quality and ad-hoc turnaround is typical of poster printing.   Other classes of printing (eg, "publication printing") simply aren't organized to do that:  it's a strategic choice, a difference.
